I have an Advent 3117 desktop PC and the PSU is not working, I am looking to replace the Winpower ATX 600L PSU, but all the reviews I have read have been very negative. If I replace the PSU with another make, what do I have to be aware of? many thanks for any advice.

Not a lot really.
First you just have to make sure that it is the same size. Which is easy if we're talking about a standard ATX PSU as they are all made to a standard.
And second you need to make sure that the amount of power it supplies is the same or greater i.e. if it is a 300W PSU by a 300W PSU or 350W or 400W or........you get the picture. It is also a good idea to check the amount of amps on the 12V rail. There will be a sticker on yours that tells you. Again just match or exceed that.
And if you want reliability,then go for one of the main makes rather than a generic one.
